Accessibility statement

This accessibility statement applies to the ‘Young People’s Helsinki’ website administered by the City of Helsinki. The web address of the site is https://nuorten.hel.fi.

Objective of the City

As regards the accessibility of digital services, Helsinki aims to reach at least Level A and AA or above as set forth in the WCAG guidelines in so far as is reasonably practical.

The filtering feature of the search function and the drop-down menu related to the search field can be difficult to use for those using a screen reader.   • The chat service for young people features buttons whose function is described merely with a colour. (1.3.3 Sensory Characteristics)
  • The chat service for young people can be difficult to use with a mobile screen reader due to focus problems occurring during use. The text paragraph in the starting view has been given an erroneous ‘aria label’ attribute, due to which the text is not read correctly. (2.4.3 Focus Order, 4.1.2 Name, Role, Value)
  • The website features buttons without a visible focusing effect. (2.4.7 Focus Visible)
  • The chat service for young people features buttons that are implemented technically incorrectly. (4.1.2 Name, Role, Value)
  • The content of the confirmation modal that appears when the chat service for young people is closed cannot be zoomed in on or modified visually. On some browsers, contents are not read when using a screen reader. (1.3.1 Info and Relationships, 1.4.4 Resize Text, 1.4.12 Text Spacing)
  • Some of the events of the chat service for young people are not conveyed to those using a screen reader. (4.1.3 Status Messages)

Correcting shortcomings

The aim is to correct all shortcomings detected by ensuring that accessing the website with screen readers and assistive technologies is possible no later than 2022. The aim is to also update the list of accessibility shortcomings detected in this statement as shortcomings are corrected.

Preparation of the accessibility statement

This statement was prepared on 12 April 2021 and updated on 16 December 2021.

Accessibility assessment

The work guidelines and methods of the City of Helsinki that aim to ensure the accessibility of the website in all phases of work are applied in the assessment of accessibility. 

The level of accessibility has been assessed through an audit conducted by a third party expert and through a self-assessment. 

The level of accessibility has been assessed by applying programmatic accessibility assessment methods and manual assessment of the website and its content. 

The shortcomings reported by the assessment tools have been inspected and rectified where necessary.

The external expert assessment was carried out by Service Centre Helsinki.

Updating the accessibility statement

The accessibility of the website is ensured by continuing supervision whenever the technology or content is changed, as well as by conducting periodic inspections. This statement is amended when the website is updated or an accessibility inspection is carried out.

The City of Helsinki and accessibility

The City promotes the accessibility of digital services through the harmonisation of publication work and providing its staff with accessibility-related training. 

The websites’ level of accessibility is monitored continuously during the regular maintenance of the websites. All shortcomings detected will be addressed immediately. The aim is to carry out all required changes as soon as possible.
