This accessibility statement applies to the Youth Helsinki website (https://nuorten.hel.fi/) run by the City of Helsinki. This statement explains the website’s accessibility and how to submit accessibility-related feedback.
How accessible is this website?
Finland’s Act on the Provision of Digital Services states that public websites must be accessible. In other words, everyone should have an equal opportunity to use websites.

We strive to continuously correct any detected shortcomings. This accessibility statement’s list of shortcomings is updated every time we rectify a shortcoming.
Bypass link
There is no “Go to content” bypass link on the page, and the user has to navigate through the top menu every time they want to go to a new page (WCAG 2.1: 2.4.1 Bypass Blocks).
Automatically updated content
The front page image carousel is automatically scrolling and cannot be paused, stopped or hidden (WCAG 2.1: 2.2.2 Pause, Stop, Hide).
Status messages
The site contains content whose status changes are not automatically communicated to persons using assistive technologies (WCAG 2.1: 4.1.3 Status Messages).
Search
The search input fields do not have programmatically bound labels (WCAG 2.1: 4.1.2 Name, Role, Value).
Functionality of elements
Programmatically speaking, the visual information of some elements is not transmitted at all or sufficiently clearly to persons using assistive technologies (WCAG 2.1: 1.3.1 Info and Relationships).
Names and roles of elements
The name or role of some elements is not presented to persons using assistive technologies or is unclearly/incorrectly presented (WCAG 2.1: 4.1.2 Name, Role, Value).
Focus indicator
Some interactive elements do not have a sufficiently clear focus indicator (WCAG 2.1: 1.4.11 Non-text Contrast, 2.4.7 Focus Visible).
Focus order
The focus order of the elements is illogical at times (WCAG 2.1: 2.4.3 Focus Order)
Destinations of links
The destination of some links is presented in an unclear or erroneous manner (WCAG 2.1: 2.4.4 Link Purpose [In Context]).
Contrast
The site contains content with a contrast ratio to the background below the specified threshold (WCAG 2.1: 1.4.3 Contrast [Minimum]).
Non-text content
The site contains media content (images, videos) that do not have descriptive text equivalents for persons using assistive technologies (WCAG 2.1: 1.1.1 Non-text Content, 1.2.3 Audio Description or Media Alternative [Prerecorded], 1.4.5 Images of Text).
Spacing of text
Some content is not visible when text spacing compliant with the WCAG criteria is used (WCAG 2.1: 1.4.12 Text Spacing).
Site language

Embedded YouTube videos
- The focus indicator is not always clear enough (WCAG 2.1: 1.4.11 Non-text Contrast).

- The focus order is illogical at times (WCAG 2.1: 2.4.3 Focus Order).
- The shortcuts for embedded videos cannot be changed directly from the embedded element (WCAG 2.1: 2.1.4 Character Key Shortcuts).
- Some functionalities are not available on a narrow screen such as a mobile device (WCAG 2.1: 1.4.10 Reflow).
- The videos’ accessible names are not descriptive (WCAG 2.1: 4.1.2 Name, Role, Value).
Accessibility assessment
The accessibility assessment follows the City of Helsinki’s operational guidelines and methods that aim to secure the service’s accessibility throughout every work stage.
The accessibility of the website has been assessed by a third-party expert audit. The assessment included programmatic accessibility testing and a manual examination of the website and its content.
